Genuinely Jessica Hische, the lettering artist and designer — this is her best-known line and the seed of her coinage 'procrastiworking.' It spread from her own site and talks around 2011 and she has repeated and been credited for it publicly many times, with no competing claimant. A living author with an uncontested claim is about as strong as secondary evidence gets; I lack an exact first-publication date, so no print citation.
